The 2019 Annual Conference of The Academic Committee on Urban and Rural Governance and Policy Research of Chinese Society of Urban Planning was successfully held in Chang'an University on September 20, 2019. The conference is entitled Governance Innovation Contributes to Rural Revitalization. It is sponsored by the Chinese Society of Urban Planning and co-hosted by the Academic Committee on Urban and Rural Governance and Policy Research and the School of Architecture, Chang'an University.

More than 280 leaders, experts and scholars from planning colleges, design institutes and land planning management departments all over the country attended the meeting. The opening ceremony was presided over by professor Wu Lian, dean of the School of Architecture, Chang'an University.

Prof. He Xinghua, vice President of the Chinese Society of Urban Planning, started with the essence of management ideas, the innovation of rural governance, planning as a governance tool of rural planning and the change of way of thinking, etc., combining with the strategy of rejuvenating country and the Three Rural Problems deeply probes into the hot problem in the rural governance innovation and rural planning change, analyzed the current rural governance innovation, the main points of the new era, the main task of the rural governance, and the rural problems to be solved combining with Chinese characteristics.

Prof. Zhang Jingxiang, chairman of the Academic Committee on Urban and Rural Governance and Policy Research, started with the current picture of rural construction, sorted out the relationship between rural construction and capital, and discussed the essence of rural construction boom. He believes that rural space has a strong consumption attribute, and innovative urban and rural capital integration business model to promote the effective activation of rural capital.

Wang Wei, professor of School of Government, Central University of Finance and Economics, pointed out that facing the planning transition period. It is necessary to construct a holistic way of thinking and direction of governance from the perspective of discipline, to have a deep understanding of the connotation of land space planning from the comprehensive development of government, market and society, and to explore the way of high-quality development.

Shi Huaiyu, dean of Shaanxi Urban and Rural Planning and Design Institute, took Sanzhao village as an example to discuss the development and evolution of Sanzhao village around the cultural gene. He put forward the new path of ancient villages from five aspects: the combination of culture and industry, the village space and function, the organic coordination of culture, the adjustment of public space structure, the coordinated development of village and city, and the exploration of folk culture.

Fan Genyao, professor of School of Economics and Management, Chang'an University, discusses the institutional logic of rural governance from three aspects: the essence of rural governance, the historical evolution of Chinese rural intelligence, and the practical system of rural governance. Lin gaorui, associate professor of School of Architecture, Chang'an University, proposed that behavior shapes space and space changes behavior. Taking Tongren village as an example, he proposed the reconstruction path of rural social space structure in the west multi-ethnic residential areas from the perspective of residents' behavior. Liu Jing, associate professor of Department of architecture, Xiamen University of Technology, explored the replicable, easy to popularize and suitable regional rural construction mode closely combined with policy work by taking Xiamen rural construction as practice. Jing Bo, director of Institute of Urban Planning and Design, Xi'an University of Architecture and Technology, put forward his thinking on the strategic direction of rural green development in Qinba area from two aspects of theory and practice. Tan Jingbin, teacher of School of Architecture, Chang'an University, put forward some countermeasures for the development of the village in the Han Chang'an city ruins protection area. Zhang Yue, teacher of School of Architecture, Chang'an University, proposed new ideas and methods for the control of rural construction under the alternation of civilization from the perspective of environment and human health.
